POS, an ERP connector, and net terms matter when you actually need them. They are not knock-outs here. A shop that must show wholesale prices on a register tomorrow has a different shortlist.

The module map puts Tax Exempt on Starter, not on Free. The listing does not name Xero, QuickBooks, or POS. The category list does mention net terms, with no plan line. Do not cite net terms on OO as “included in Starter”.

BSS is Built for Shopify, rated 4.9 from 1,201 reviews, launched 18 September 2020. The histogram shows 95% five-star (rounded to 1.1K), plus 33 fours, 2 threes, 5 twos, and 23 ones. Those buckets do not add up to exactly 1,201, because Shopify rounds the five-star count. Languages include English and a long list that contains Dutch. Works with checkout, customer accounts, POS, Klaviyo, and more.

BSS checks EU/UK VAT IDs on the form from $29. “Mark B2B customers TAX-exempt on cart” is on the $49 card, not the $29 card. Quotes are not a plan line. The “what merchants think” blurb does mention quotes. Do not cite a BSS quote feature as a plan fact.

SparkLayer did not show a Built for Shopify badge on the page fetched on 3 November 2026. Rating 4.9 from 388 (359 fives, 17 fours, 2 threes, 5 twos, 5 ones). Launched 28 April 2021. Languages: English, French, German, Dutch, Spanish, Swedish. The hero is a buyer portal: visual catalog, quick order, Pulse (which account needs you today), Sparkie, and an AI cart that turns a spreadsheet or an email into an order. Works with names Xero, QuickBooks, Cin7, Katana, Linnworks, and Unleashed.

VIES is not on these cards. Quoting is on Pro, at $299, with a cap of 150 orders a month. That is a different budget from a tax module.

BSS and SparkLayer are stronger where their cards say so. BSS has the review volume, a Dutch admin language, POS and an ERP API at $99, and net terms as a plan line at $49. SparkLayer has the portal, sales reps, Pulse, Dutch in the language list, and named accounting connectors. The OO listing does not name those connectors. For a register or a Xero sync, this is not the winning card.

On this page’s question, OO wins on the published gaps. EU tax exemption (VIES + logs) is on Starter at $22. At BSS the form-level ID check is $29, and taking tax off the cart is $49. Quotes with AI formulas and bulk forms are on OO Growth at $37, with no order cap. At SparkLayer, quoting is $299 and a 150-order cap. At BSS, a quote is not a plan line. That is why OO ‑ B2B & Wholesale is the install for this use case.

When Shopify B2B is enough

Shopify Help — B2B features by plan, 3 November 2026: B2B runs on Basic, Grow, Advanced, and Plus. Not on Starter or Retail. Companies, quantity rules, quantity price breaks, net terms, quick order, and Flow are on all of those plans. Basic, Grow, and Advanced allow up to 3 active catalog assignments across active B2B markets. Catalogs assigned directly to a company or location, and deposits, are Plus.

If you are on Plus, you have a handful of companies, and those catalogs are enough, skip the app. Intra-EU reverse charge with a VIES check and a log is not in that Help table. A checkout UI extension for a VAT field inside checkout is a Shopify Plus limit, according to the OO FAQ. On other plans the check sits on the cart or in the drawer. Goods from outside the EU are outside reverse charge. OO does not replace Plus catalogs.

Reviews

OO: 5.0 from 34, one 4-star, no 1-star. On 6 October 2026, Sensorkranenwinkel.nl wrote that the reverse-charge option works and support answers quickly. No developer reply on that card in the fetched list.

BSS: 23 one-star ratings on the histogram. Their text was not in the three recent cards. Those cards (23, 22, and 14 October 2026) praise support, and BSS replies, including on 29 October. The volume is the continuity evidence. The one-star count belongs in the weighing. Do not invent what those reviews say.

SparkLayer: five 1-star ratings. Visible cards from 26, 9, and 8 October 2026 praise support (Ben, Aldas). SparkLayer replied on 19 October to two of them. The 1-star wording was not in those cards.

Neither of those two names VIES plus logs on a plan under $30.
